
The administrator of Pha Aung Way ward in Daik-U Township, Bago Region, who also served as a Pyu Saw Htee leader, was killed in a shooting incident on September 2nd at approximately 6:40 PM. According to revolutionary sources, Khin Win was shot by the 9 Stars UG group while returning from a gambling den. The group fired five shots, with three hitting Khin Win, resulting in his immediate death at the scene.
Although Khin Win had served as ward administrator since the National League for Democracy government period, he switched allegiance to the military council after the coup. Following this change, he engaged in various oppressive activities including arresting protesters, extorting money from civilians, orchestrating the arrest and torture of CDM teachers, and acting as an informant against revolutionary groups. After the military service law came into effect, he forcibly collected military service fees from residents, accepted bribes to allow gambling dens and brothels to operate, and collaborated with military and police forces to oppress the local population.
The 9 Stars UG group had previously attempted to eliminate Khin Win, during which he sustained a neck wound but survived, while his subordinate, hundred-households leader Khin Maung Aye, was killed. After that incident, Khin Win had defiantly declared he would continue his role as administrator. The leader of 9 Stars UG, known as Mwe Pwar, issued a warning to all individuals participating in the military council’s illegal election planned for December, urging them to stand with the people instead. The group emphasized that they would respond with armed force against those who continue to oppress civilians under military council authority.
