
The Ta’ang National Liberation Army (TNLA) issued a warning statement on July 16 announcing that they have relocated their civilian administration offices in Namkham town, northern Shan State, to a secure location as intense fighting continues in the area. Due to the military council’s severe offensive operations that began in May, fierce battles have made it difficult to continue administrative functions in the town. As a result, PSLF/TNLA moved their civilian administrative offices on July 15 to a safer location to continue providing public services.
TNLA warned civilians to remain vigilant about security measures and follow air raid safety guidelines to avoid being caught in crossfire as fighting is expected to remain intense in Namkham. They also cautioned residents in areas without active fighting, such as Kyaukme, Hsipaw, Mogok, and Maingyai towns, to stay alert due to frequent airstrikes by the military council forces. The military council has been conducting daily ground offensives with large troop deployments, aerial bombardments, artillery strikes, and chemical weapon attacks targeting Namkham town and nearby villages since May 2025.
From May 2025 to July 15, there have been 319 clashes between military council forces and TNLA, during which the military council conducted 106 airstrikes, 162 drone attacks, 4,692 artillery strikes, and 186 chemical weapon attacks. The fighting continues daily. The military council’s deliberate targeting of civilian areas, both in and outside conflict zones, has forced residents to flee from urban areas to safer locations. Even after relocating, civilians have faced continued attacks from military forces, forcing them to seek refuge in nearby towns’ schools, monasteries, and IDP camps. The military council’s attacks have resulted in 23 civilian deaths, 88 injuries, and destruction of 8 monasteries, 8 schools, and 220 homes in Kyaukme, Namkham, Hsipaw, Mogok, and Maingyai towns between May and July 15, 2025.
