Police Major Win Paing, the Township Police Chief of Minhla in Bago Region, has been confirmed to be sexually harassing female police officers serving at the police station, according to reliable sources. Although Win Paing is a married officer who transferred from Naypyidaw, he lives alone at the police station without his wife and has been reportedly engaging in inappropriate behavior with female subordinates.
The Police Major has been forcing female officers to visit his quarters at night for massages and other inappropriate activities. Those who comply with his demands receive preferential treatment, while those who refuse face punitive transfers to conflict zones and other forms of pressure. Additionally, he has been ordering police personnel to forcibly recruit young people for military service and compelling them to serve as porters in military operations.
As a result of Win Paing’s oppressive behavior, approximately twenty-six police officers have fled from the Minhla Police Station. Furthermore, sources indicate that he has been extorting money from gambling operations and drug dealers in the Minhla Township area. He has also been personally leading operations to seize civilian homes and properties, while collecting substantial bribes from various illegal activities under his jurisdiction.
While many wish to file formal complaints about Police Major Win Paing’s sexual harassment, corruption, and abuse of power, they are unable to do so due to fears of retaliation against whistleblowers. This case exemplifies the lawless oppression occurring under military rule, where authority figures can abuse their power with impunity. The situation highlights the broader pattern of rights violations and exploitation of civilians by those in positions of authority within the military administration system.
