The National Unity Government (NUG) has officially notified the Russian Ministry of Foreign Affairs that the investment and economic agreements signed during Min Aung Hlaing’s visit to Russia are ineffective, according to NUG Presidential Office spokesperson U Kyaw Zaw. This announcement was made during today’s Press Briefing (6/2025) to the public and international community.
Min Aung Hlaing’s visit to Russia and Belarus from March 3 to March 9 was aimed at securing support for maintaining military power, purchasing weapons, seeking illegal funding, and attempting to boost the morale of his failing military through deception. The agreements signed during this trip, including those related to investments and economic cooperation, have been declared invalid by the NUG. The spokesperson emphasized that these agreements would not contribute to sustainable long-term investments.
The National Unity Government has made it clear that it will only honor and take responsibility for agreements and treaties signed between countries prior to the military coup. The NUG has issued an order to immediately cease all investment activities that seek approval from the military council’s Myanmar Investment Commission (MIC). Through Notification No. 1/2021 issued by the NUG’s Ministry of Planning, Finance and Investment, all investment permits and approvals issued by the illegal military council since February 1, 2021, have been suspended without exception. Despite the military council celebrating Min Aung Hlaing’s recent trip to Russia and Belarus as highly successful, the NUG maintains that any agreements made during this visit lack legitimacy and will not be recognized by the legitimate government of Myanmar.
