The military council has been using such militia members to implement their operations in the region and maintain control through oppression of the civilian population. The Pagan Bilu group is an active resistance organization in the region that has been conducting operations against military council forces and their collaborators.
The Pagan Bilu group had previously issued warnings to administrators appointed by the military council to resign from their positions immediately and cooperate with the public. They had also announced that severe action would be taken against those administrators who refuse to cooperate and continue to work for the military council. This incident represents an implementation of those warnings against a military collaborator who failed to heed their notices.
