
According to sources within the Chin State military council, Chief Minister Dr. Wun Suan Than, former military officer and Minister of Roads and Communications Nay Lin Aung, and Military Strategic Commander Soe Win Tun are demanding bribes worth tens of millions of kyats for securing most state government tender projects in Chin State. For the 2025-2026 fiscal year, when calling for state government tenders related to regional development within Chin State, these military council officials have been arranging for their affiliated companies to win tenders in exchange for substantial bribes.
While approximately 200 local companies have applied for tenders from various departments including Housing, Sports, Cooperatives, Rural Development, Road Supervision, Public Works, Border Area Development, and Irrigation, Strategic Commander Soe Win Tun, Major Arkar Kyaw Moe, and Minister Nay Lin Aung are acting as tender brokers, giving preference to companies that collaborate with them. Companies are competitively offering bribes to secure tenders, and although the final tender list has not been officially announced, it is already known which companies will win. Chief Minister Dr. Wun Suan Than and the Chin State Attorney General are also separately arranging for companies owned by their relatives and those who have paid bribes to receive tender projects.
Although the cabinet has not officially decided on the tender results, companies affiliated with Soe Win Tun and Nay Lin Aung, as well as companies owned by the Chief Minister’s relatives, are confident of winning. Strategic Commander Colonel Soe Win Tun, despite being promoted to commander of Division 99, remains deeply involved in the tender process. Additionally, former military officer and Minister of Roads and Communications Nay Lin Aung, who was appointed as minister in February 2024, has reportedly amassed significant wealth within one year through illegal business connections and bribes, including from illegal logging operations. His influence at the Hakha-based military strategic command has grown significantly due to his ability to create financial channels for top military officers in the Chin State military council.
