
According to staff sources in Naypyidaw, the military council has been issuing repeated directives warning Non-CDM staff members across the country, including those in Naypyidaw, to be vigilant against potential arrests by revolutionary forces. The military council issued these instructions during their Security, Peace and Rule of Law Committee meeting in January, ordering continuous awareness programs to prevent staff from being captured by revolutionary groups. The council has also detailed specific dos and don’ts for staff members to follow.
All ministries under the military council have been instructed to report immediately any incidents involving their staff members being arrested by revolutionary forces, their subsequent releases, and other notable events. Recently, Non-CDM staff members have been facing continuous arrests by revolutionary forces, and in response, the military council has been taking disciplinary actions against department heads for these incidents. The situation has created significant concern within the military council’s administrative structure.
For instance, in December 2024, Fire Services Department Director U Shwe Ba and Daw Khin Nwe Shwe were arrested on the Yangon-Mandalay expressway. Similarly, a corporal from the military council’s logistics unit, a member of the Pyu Saw Htee, a military private, and Daw Yu Yu Khaing, wife of a captain, were also arrested. In January, U Than Tun, Assistant Director from the Ministry of Construction, was captured by revolutionary forces while traveling from Shwetaung to his duty station in Taunggyi. These increasing incidents of arrests have prompted the military council to issue frequent warnings to their staff, reflecting their growing concern over the security of Non-CDM employees working under their administration.
