
On July 31, military council leader Senior General Min Aung Hlaing officially declared a state of emergency and martial law in 63 townships across various states and regions. These townships are territories controlled by the Kachin Independence Army (KIA), Myanmar National Democratic Alliance Army (MNDAA), Arakan Army (AA), Karenni National Defense Force (KNDF), Ta’ang National Liberation Army (TNLA), People’s Defense Force (PDF), Karen National Union (KNU), United Wa State Army (UWSA), and National Democratic Alliance Army (NDAA).
In Kachin State, five townships are included: Sumprabum, Shwegu, Injangyang, Sawlaw, and Chipwi. In Karenni State, three townships are affected: Shadaw, Hpasawng, and Mese. Karen State has two townships under the declaration: Kawkareik and Kyainseikgyi. Chin State includes seven townships: Kanpetlet, Thantlang, Paletwa, Tonzang, Mindat, Matupi, and Falam.
In Sagaing Region, nine townships are under martial law: Taze, Kawlin, Pinlebu, Khin-U, Wetlet, Kani, Depayin, Pale, and Indaw. Magway Region has five townships: Pauk, Myaing, Saw, Thilin, and Yesagyo. Mandalay Region includes three townships: Mogok, Singu, and Ngazun. Rakhine State has fourteen townships under the declaration: Ramree, Pauktaw, Ponnagyun, Rathedaung, Gwa, Maungdaw, Buthidaung, Kyauktaw, Minbya, Myebon, Mrauk-U, Thandwe, Ann, and Taungup.
In Shan State, fifteen townships are included: Namtu, Kutkai, Namkham, Namhsan, Mantong, Mogmit, Kyaukme, Hsipaw, Mabein, Hseni, Kunlong, Laukkaing, Konkyan, Mongla, and Hopang. Notably, territories controlled by groups that have ceasefire agreements with the military council, such as the UWSA, MNDAA, and NDAA, are also included in the declaration. Under martial law, administrative and judicial powers in these townships have been transferred to the military commander-in-chief.
