
According to findings by the Fifth Pillar Public Assistance Organization, the terrorist military and its subordinates committed 370 war crimes, human rights violations, and criminal acts across Myanmar during the four-month period from March to June 2025. Through systematic monitoring of incidents in Sagaing Region, Magway Region, Yangon Region, and Naypyidaw Union Territory, it was documented that the terrorist military and its affiliated groups were responsible for 304 incidents, while unidentified groups committed 42 incidents and defense forces were involved in 32 incidents.
Of these incidents, 313 cases involved attacks targeting civilians, while 57 cases were related to military targets. The documented cases, spanning 11 districts and 37 townships, included attacks using military paramotors, landmine deployment, forced porter service under illegal military service laws in urban areas, arrests, extortion, and instances demonstrating the complete breakdown of rule of law in areas under the terrorist military group’s control. The monitoring efforts revealed systematic patterns of violence and oppression against civilian populations.
Analysis of regional distribution shows that Sagaing Region experienced the highest number of incidents with 187 cases, followed by Yangon Region with 73 cases, Magway Region with 27 cases, and Naypyidaw Union Territory with 17 cases. The terrorist military council and its subordinate groups committed the highest number of violations in Sagaing Region, while continuing to perpetrate war crimes, human rights violations, and criminal acts across other regions as well.
A representative from the Fifth Pillar Public Assistance Organization stated that beyond merely documenting these violations, they are working to coordinate with international organizations and share their findings with relevant ministries of the National Unity Government (NUG), including the Ministry of Human Rights, Ministry of Defense, and Ministry of Justice. They are also making recommendations for rapid response measures to assist civilians affected by the conflict and advocating for the restoration of rule of law. The organization emphasized that they will continue their documentation efforts and maintain pressure for accountability while working to address the immediate needs of affected populations.
