
U Myint Aung Moe from the Anti-junta Forces Coordination Committee – Mandalay (AFCC), who participated in drafting the interim arrangement for the Mandalay region, has announced that they are proceeding with the approval and implementation of administrative mechanisms. The preliminary approval process for this draft was carried out during the opening ceremony of the first Coordination Forum meeting of Mandalay Region’s revolutionary forces on September 2. This draft represents a significant political roadmap for the entire Mandalay region and will serve as a crucial framework for the future of local residents.
Once the interim arrangement draft is approved, it will be submitted to the Mandalay Regional Parliament for official endorsement and enactment. Following this, an administrative council will be formed to implement governance mechanisms not only in areas controlled by revolutionary forces but also in military-controlled territories, in coordination with the National Unity Government (NUG). This process aims to systematize the administration of the entire Mandalay region and address the fundamental needs of the civilian population. The initiative represents a comprehensive approach to establishing legitimate governance structures while ensuring continuous communication and coordination with the NUG.
The draft was initially developed in October 2024 by 40 representatives from six different groups. The drafting process involved extensive consultation with local communities in the Mandalay region, gathering public opinions and suggestions through both field surveys and online feedback channels. Furthermore, multiple rounds of discussions were held with various stakeholders to ensure comprehensive input. This approach was designed to ensure that the draft reflects the genuine desires and practical needs of the local population. The document encompasses various aspects of governance, including administrative, judicial, and legislative frameworks, with the primary goal of preventing administrative vacuums in areas where revolutionary forces maintain control while working toward the broader objective of completing the revolution throughout Myanmar.
