
Fortify Rights has released a report detailing alleged war crimes committed by the Arakan Army (AA) against Muslims in Rakhine State. The report claims that AA forces have been involved in kidnapping, torture, and killing of Muslim civilians. The investigation includes testimonies from 39 Muslims, including 8 women, who are either survivors or witnesses of these alleged crimes. The organization has analyzed photographic and video evidence of the alleged war crimes, calling for the International Criminal Court (ICC) to investigate these serious violations in Rakhine State.
Among the evidence presented is an 18-second video showing five bodies in a small pond, four of which had been decapitated. This incident, which occurred on April 17, 2024, in northern Maungdaw Township, has also been documented in the September 2024 report of the UN High Commissioner for Human Rights. Fortify Rights has attempted to engage with the AA regarding these allegations, sending a letter on July 14, 2025. While the AA initially requested more detailed information, they subsequently rejected the allegations, describing them as fabricated claims intended to damage their reputation.
The AA’s response characterized the accusations as politically motivated attacks designed to exploit human rights issues for the benefit of certain Islamic extremists. However, Fortify Rights maintains its position, supported by evidence, and continues to call for an ICC investigation. Ejaz Min Khant, a special investigator for Fortify Rights, noted that while the AA has achieved significant military successes against the military junta, they must adhere to the laws of war if they wish to be recognized as a legitimate revolutionary force. The organization remains committed to ensuring accountability for these alleged war crimes while acknowledging the complex political situation in Rakhine State.
