
According to sources from the Southwest Military Command, former Security Minister Colonel Moe Min Naing has escaped prosecution despite his deep involvement in a corruption case involving fuel, medicine and supplies being transported from Ayeyarwady Region to Rakhine State. Colonel Moe Min Naing served as Security Minister of Ayeyarwady Region from August 2022 to August 1, 2025, during which time he was heavily involved in bribery, abuse of power, and corruption.
On September 7, 2024, the military council conducted internal investigations of 6 officers from the Southwest Military Command, including Regional Commander Major General Kyaw Soe Lwin, Military Operations Commander Colonel Aung San Lwin, Lieutenant Colonel Kyaw Swa Htun, and Lieutenant Colonel Myo Zaw Aung, over allegations of taking bribes to allow fuel, medicine and other supplies to be transported to Rakhine. Although trucks entered Rakhine with former Security Minister Colonel Moe Min Naing’s signature and he was deeply involved in the bribery scheme, he escaped prosecution.
Colonel Moe Min Naing avoided prosecution due to protection from Ayeyarwady Region Chief Minister Tin Maung Win and Deputy Senior General Min Naing from the military council’s top leadership. Colonel Moe Min Naing graduated from the same Officer Training Course 24 as former Major Aung Aung, who is the younger brother of Deputy Senior General Min Naing and owns the Royal Lake Amusement Park in Pathein where he conducts extensive business operations.
