Justice For Myanmar (JFM) has revealed that the Belarusian government, led by dictator Lukashenko, has sold an advanced air defense system to the Myanmar military junta and is training Myanmar military personnel at Belarusian universities. According to leaked correspondence between Myanmar’s Air Defense Operations Command Headquarters and Belarusian authorities, evidence has been uncovered showing that Belarusian authorities have transferred advanced military technologies to the Myanmar military junta, including air defense operational command systems (MADOC), three-dimensional radar technology, and ground-based missile systems.
The air defense command system, specifically designed for the Myanmar military, was sold through the Belarusian state-owned company Belspetsvnesh-technika (BSVT). This system includes wide-view automatic control systems designed to detect aerial objects, including drones used by revolutionary forces, and automatically track targets, along with Vostok three-dimensional radar technology. Additionally, Myanmar military personnel associated with the junta’s weapons manufacturing facilities are conducting research and studying radio-electronic engineering for air defense systems at the Belarusian State University of Informatics and Radioelectronics (BSUIR). This new evidence demonstrates significant military cooperation between the Belarusian government and Myanmar’s military junta.
Belarus has been a long-standing ally of Myanmar’s military junta, with frequent high-level diplomatic exchanges between the two countries in recent years. Notably, in 2025, junta leader Min Aung Hlaing visited Belarus twice, meeting with dictator Alexander Lukashenko and other top leaders. Representatives from Belarusian military engineering and weapons manufacturing facilities have also made multiple visits to Myanmar. This military cooperation between the two countries has raised serious concerns among international observers, as it potentially strengthens the junta’s capability to commit violence against Myanmar’s civilians. Justice For Myanmar has called for international sanctions against Belarus, including universities accepting Myanmar military personnel, and efforts to prevent all goods transfers from Belarus to Myanmar, emphasizing the urgent need to address this concerning military partnership that continues to enable the junta’s oppression of Myanmar’s people.
