
Local residents report that Administrator Htay Maung and village clerk Myo Zin Win were shot dead in Wundwin Township, Mandalay Region, where they had been leading efforts to collect records of young people for military service. The incident occurred around 2:45 PM on March 17 when unidentified armed individuals entered their homes and shot them, resulting in their immediate deaths. The two deceased were known for collecting data on young people for military service, collecting military service fees, and gathering intelligence on revolutionary forces’ movements to report to the military.
According to local residents, the administrator and clerk were actively involved in forcibly registering young people for military service, conducting monthly arrests of youth for porter duties, and sending them to the military. They were also known to regularly monitor the movements of revolutionary forces and report their findings to the military via telephone. Additionally, they were reported to have frequently intimidated local civilians. Local sources confirmed that both individuals were instrumental in implementing military orders, including forced conscription of youth, extorting money, and providing real-time intelligence about revolutionary force movements to the military while maintaining a pattern of threatening behavior toward local residents.
A local resident stated that both the administrator and clerk were actively engaged in enforcing military directives, including the forced recruitment of young people for military service, collecting monetary demands, and maintaining constant surveillance of revolutionary forces’ activities with immediate reporting to the military. They were also known for their intimidating behavior towards the local population, regularly threatening civilians while carrying out their duties in service of the military council. Their actions had created an atmosphere of fear and oppression in the local community as they worked to implement the military council’s policies of forced conscription and surveillance.
