
According to the National Unity Government’s (NUG) four-year progress report, in areas liberated from the military council, Ethnic Revolutionary Organizations (EROs) have taken responsibility for administering states while the NUG government has been assigned to administer regions to prevent administrative vacuums. After dismantling the terrorist military council’s administration in revolutionary-controlled territories, the respective EROs and State Consultative Councils have taken charge of establishing administration in the states, while the NUG leads the establishment of administration in regions.
Relevant officials from divisions and federal units are conducting necessary discussions with NUG officials to establish administrative bodies as quickly as possible. To facilitate federal-style coordination and cooperation, the Federal-State Consultative Council (FSCC) has been established within the National Unity Government to manage relations between the Union government and states/federal units. Currently, the NUG government has successfully established and operates people’s administrative mechanisms in 7 regions, 10 districts, and 183 townships. The administration focuses on security, rule of law, and public services in these areas. For security and law enforcement, the Ministry of Home Affairs and Immigration has established People’s Police Force in 9 townships and Public Security Forces in 48 townships. Additionally, they are implementing a 2024-2025 strategic plan to improve administrative functions.
The National Unity Government was formed on April 16, 2021, in accordance with the Federal Democracy Charter, led by the State President, State Counsellor, Acting Vice President, and Prime Minister, comprising 17 ministries, 16 Union Ministers, and 17 Deputy Ministers. The government includes 10 elected representatives from the 2020 election, 12 delegates from State Consultative Councils, and 12 Spring Revolution force representatives and experts. This structure combines legitimacy derived from the 2020 election results (de jure legitimacy) with legitimacy from territorial control and public support (de facto legitimacy). The government has established administrative mechanisms across various levels of governance, focusing on maintaining security, enforcing law and order, and providing essential public services.
The NUG has prioritized establishing local governance structures and continues to work closely with ethnic allies to ensure the emergence of federal unit governments aligned with federal democratic standards. The administration system includes various levels of governance, from regional to township levels, with specific focus on security, law enforcement, and public services. The government has also established coordination mechanisms between different administrative levels and continues to develop and implement strategic plans for improved governance. This comprehensive approach aims to ensure effective administration in liberated areas while working towards the establishment of a federal democratic system that represents all peoples of Myanmar.
