
Police Lieutenant Colonel Chit San Maung from the Ayeyarwady Region Police Force Headquarters and his brother-in-law Police Lieutenant Colonel Aung Naing Moe have prospered through illegal activities, including unlicensed car trading, which they continue to engage in to this day. During the early days of the military coup, Police Lieutenant Colonel Aung Naing Moe, while serving as the Insein Township Police Chief, was involved in the arrest, beating, and torture of political activists. As a reward for these actions, he was quickly promoted to the rank of Police Lieutenant Colonel and transferred to the Ayeyarwady Region. Subsequently, he amassed considerable wealth through various illegal activities, including unlicensed car trading, gambling operations, and collecting illegal betting fees.
Police Lieutenant Colonel Chit San Maung has also accumulated wealth through unlicensed car trading and extorting money from traders who transport goods to Rakhine State. Both officers have become notorious as the most influential figures in the Ayeyarwady Region. They oversee operations at the Nyaungdon checkpoint and are actively involved in the unlicensed car trade. The pair has gained a reputation for their ruthless business practices and exploitation of their positions. Police Lieutenant Colonel Aung Naing Moe has business interests in the Shwe Sin La Min Oil Shop and Lin Lin Motorcycle Trading, which are operated under the name of an individual known as Lin Lin.
Lin Lin has been involved in receiving stolen motorcycles and maintaining a network of thieves for approximately three years. In one instance in Yangon, when over 40 stolen motorcycles were recovered and their theft network was exposed, they managed to settle the case by paying 50 lakhs per motorcycle for 10 motorcycles to the investigating police officers. Similarly, in Naypyidaw, Police Lieutenant Hla Thaung from the Myanmar Police Force Headquarters (Na Ra Ka) is also involved in unlicensed car trading and other illegal activities. Even during the enforcement of unlicensed vehicle restrictions under Min Aung Hlaing’s orders, individuals associated with Police Lieutenant Hla Thaung continue to operate unlicensed vehicles. The wife of Police Lieutenant Hla Thaung, who is a school teacher, herself drives an unlicensed vehicle, demonstrating how their connection to police headquarters makes them untouchable. Even police officers at the lower ranks in the Na Ra Ka support unit are involved in unlicensed vehicle trading, and they store seized unlicensed vehicles within their compound.
