
The Panlong Hall of the Labor Directorate in North Dagon Township, Yangon, was attacked with a remote-controlled explosive device around 5 AM on March 26. The DARK SHADOW resistance force confirmed responsibility for the attack on the facility located on Min Ye Kyaw Swar Road in Ward 43. The attack was reportedly carried out in response to complaints from workers who were sent to Thailand under the MOU system but failed to reach their workplaces and faced various difficulties.
The Panlong Hall has been accused of various exploitative practices, including charging excessive training fees from workers seeking overseas employment, allowing the Myanmar Overseas Employment Agencies Association (MOEAA) to pressure workers for additional payments, and overcharging for Overseas Worker Identification Card (OWIC) processing. Major Aung Naing Oo, leader of MOEAA (Thailand), has been accused of extorting money from workers under various pretexts and collaborating with the military to oppress civilians. The attacking force stated that these systematic exploitations of workers, conducted in cooperation with the military council, prompted their response.
The DARK SHADOW force has announced that they will continue to target military council-affiliated organizations that oppress civilians through various means. They have issued warnings to civilians to avoid locations associated with the military council, including areas where police, military personnel, Pyu Saw Htee members, and plainclothes operatives gather. The attack represents a response to the ongoing exploitation and injustices perpetrated by military council-affiliated organizations against civilians. The resistance force emphasized that their actions are aimed at countering the systematic oppression of workers and civilians by military-controlled institutions and their associates.
